Committee Secretary Handover: A Continuity Pack Checklist

Build a controlled handover of approved records, outstanding work and access responsibilities.

Define the handover scope

A handover should let a successor continue authorised work without guessing what was approved. Begin with the committee’s remit, current membership and roles, meeting calendar, governing documents and approval procedures. Distinguish live operational material from historical archives. The departing secretary should not export private workspace data to a personal account.

Prepare an authoritative record inventory

List approved minutes by date and meeting, decisions and their status, active actions, standing agenda items, and upcoming reporting deadlines. Give each record a stable identifier and an approved source location. Mark provisional minutes and unconfirmed actions visibly; do not mix them into the official decision register.

Reconcile open actions

For each outstanding task, capture the owner, due date, last update, dependencies and escalation route. Verify overdue items with their owners before describing them as completed or abandoned. Where an action has no accountable owner, flag it for chair review rather than silently assigning a person.

Transfer access safely

Use organisation-managed access provisioning, least privilege and role review. Never include passwords, shared authentication codes, API keys or recovery secrets in a handover document. Confirm which systems and records the incoming secretary may access, and remove departing access through the authorised process after the transition.

Fictional worked example

A fictional education committee changes secretary in June. Its pack contains twelve approved meeting records, three open actions, two draft minutes awaiting review, and the next agenda deadline. The new secretary can trace the three actions to source meetings. The pack records that access requests are pending; it does not contain login credentials or imply they have been granted.

Sign-off and first-month review

Arrange a short walkthrough with the incoming secretary and chair. Record questions, unresolved records and the person responsible for each follow-up. After the first meeting, check that action ownership, approvals and retention practices still work. Keep the handover checklist as an operational control, not a substitute for the approved source documents.

Scope: General operational guidance, not jurisdiction-specific legal advice. Check the applicable constitution, bylaws, policies and law. Worked examples are fictional; SecretAIry's public demo does not retrieve customer records.
