Accessible Board Meetings: Participation, Papers and Accurate Records

Plan inclusive participation without treating a technical connection as proof of attendance or consent.

Ask about participation barriers before the agenda is final

Check whether the meeting format, notice period, venue and remote platform permit members to participate meaningfully. Offer an accessible way to request accommodations privately, rather than requiring members to disclose medical details to the full committee. Circulate papers in navigable formats with readable headings and sufficient contrast; avoid image-only scans where practical. Test whether key documents can be read on a phone or with assistive technology.

Make hybrid attendance verifiable

Record the approved participation method and any procedural limits in the organisation's governing rules. Provide a dial-in alternative when feasible, clear joining instructions and a named technical contact. Before substantive decisions, the chair should confirm who is present and able to hear and contribute. A name in a video call roster is not proof that a member participated, voted or remained connected throughout.

Manage interruptions without rewriting history

If audio fails during a motion or vote, pause, clarify what was heard and determine whether the rules require repeating the question or vote. Record a material interruption and how it was resolved, without attributing intent to an absent member. If an accommodation cannot be provided, seek procedural advice before proceeding with a decision that may exclude an eligible participant.

Fictional example and control

At a fictional charity's hybrid committee meeting, one member loses audio during a budget resolution. The chair pauses the vote, confirms connection and repeats the motion before taking the vote under the applicable rules. The secretary records the interruption and the final result, not a speculative first result. A post-meeting review checks that the accessible pack and fallback joining instructions were available.

Secretary's review checklist

Confirm that notices and papers were usable, participation was checked at decision points, disruptions were handled under the rules and minutes reflect actual participation. Protect any private accommodation requests in restricted administrative records rather than attaching them to the public minutes.

This is general operational guidance, not legal advice. Follow governing documents and applicable law. All examples are fictional. SecretAIry's interactive demo does not access customer records.
